The Upper Cumberland Chapter serves the surveying communities of Crossville and the surrounding counties of Cumberland, Morgan,Overton, DeKalk, White, Putnam, Jackson, Clay Pickett and Fentress.

Where We Meet

Dinner will begin at 6:00 p.m.(CST) and the meeting starts at 7:00 p.m.

Upper Cumberland Chapter Tennessee Association of Professional Surveyors Minutes 04/07/26 The Upper Cumberland Association of Professional Surveyors met April 8th,2026 in Cookeville, TN. The meeting was called to order by the president, Charles Whittenburg, with Derek Gernt, Rod Foy, Mike Freeman, Lee Wilson, William Willhite, Rusty Norrod, Alfred Bartlett, Taylor Dillehay, and Bart Lay present. Guest present were Dan Curry, Samuel Vandagriff, Janet Sexton, and Chris Sexton. Also TDEC personnel present were Angelle Conatser, Cody Wilson, Brad Ulmer, Joel Worsham, and Jessie McBride. President declared that enough voting members were present for a quorum. 1. Pledge of Allegiance was led by Bart Lay. 2. Surveyor’s Creed was read by Charles Whittenburg. 3. Motion was made and approved to suspend the reading of the minutes from the last meeting. 4. Charles Whittenburg introduced the guests present. 5. Charles Whittenburg reviewed the status of House Bill 2530 and House Bill 2026. 6. Rusty Norrod discussed easements in regard to the Overton County Planning Commission. 7. Lee Wilson discussed Putnam County Planning and Zoning. 8. Next meeting will be at 2:00 pm on June 9th. 9. Motion was made to adjourn, motion passed. Joel Worsham from TDEC gave a presentation on requirements for subdivision plat approval. TDEC personnel guided us on a tour of the facility.
